Regular Council Meeting called to order by President Baltazar on Thursday, February 9, 2006at 7:00 P.M

Roll Call: Present: President Baltazar , Trustees Elliott ,Belanger, Siderman, Pallin, Milliron, Clerk Hansen, Supt. Moore. Excused Trustee Rank and Z.A. Kinzel.
Absent: Treasurer Gerberding.
Pledge of Allegiance was voiced by all in attendance.
Addition to Agenda: Communication to Council: d) Jacqueline/Patrick Carmack
Motion by Siderman, support Milliron to approve the Agenda with additional communication to Council as presented. All Ayes. Motion Carried.
Motion by Belanger, support Milliron to approve the minutes of regular meeting of Thursday, January 5, 2006 as presented. RC Vote: Ayes: Belanger, Elliott, Milliron, Pallin, Siderman, Baltazar. Excused Trustee Rank, Nays: None Motion Carried.
Motion by Siderman, support Milliron to approve the bills for the month of January, 2006 and February, 2006 as presented. Ayes: Elliott, Milliron, Pallin, Siderman, Baltazar, Belanger. Excused Trustee Rank Nays: None Motion Carried
.COMMUNICATION TO COUNCIL: Doug Coates - Gosling Czubak: Coates reported on the following 1) Sewer System Improvement and 2) Water System Improvement. For sewer improvement would be a loan of $469,000. And a grant of $260,000. With cash distribution from the Village of Beulah in the amount $40,000. The loan term would be 40 years. The water system would be a loan of $1,658.000. At the intermediate interest rate. The loan term would be 40 years. Coates presented a Water/Sewer Improvements proposed User Rate Summary (attached). Motion by Belanger, support Siderman to proceed/move forward with both projects the Sewer System and the Water System. RC Vote: Ayes: Milliron, Pallin, Siderman, Baltazar, Belanger, Elliott. Nays: None Excused: Trustee Rank Motion Carried.
MEDIATION SETTLEMENT: A/Z Project:
Information was given to all Council Members to review. The March 9, 2006 Regular Council Meeting WILL BEGIN AT 6:30 P.M. and on the Agenda Communication to Council a motion will be made to go into closed session to discuss Mediation Settlement A/Z information presented. Attorney Bedells and Engineer Roache from Gosling Czubak will also be present at the closed meeting.
Motion by Elliott, support Siderman to approve the permit for firework display, Saturday, February 11, 2006 (Winterfest) at Village of Beulah beach. Still needed insurance confirmation of two million ($2,000,000.) . All Ayes. Motion Carried.
Jacqueline/Patrick Carmack: Carmack’s presented their disappoint in not having their boat/hoist/dock application renewed for the 2006 season due to legal action taken against Mr, Carmack. Carmack presented a letter from Dr. Richard Nielsen regarding his state of health. The letter from the Doctor had no bearing on the decision of the Council. Carmack was tried and was convicted of the crime. Discussion followed.
The discretion/vote/discussion of the Council was that Carmack’s would not be eligible for renewal of the dock permit for year 2006. Carmack’s stated they would contact their attorney and go from there.
COMMITTEE REPORTS;Building/Grounds: Trustee Belanger: Would like Superintendent Moore to explain the alarm system at the Welcome Center Building.
Motion by Milliron, support Siderman to approve the Treasurer’s Report dated January 31, 2006 as presented. All Ayes. Motion Carried. Treasure filed a small claim affidavit
and notice of hearing on Monday, March 20, 2006 for Personal Property Taxes for Bradley Reecer in the amount of $135.65 (Pine Knot Resort).
Z.A. Kinzel - Excused
Water/Sewer: Trustee Rank excused
Law/Finance: Trustee Siderman: Sign Ordinance as follows: Neon or light bulb signs flashing information such as time, temperature or business information are legal as long as they are not of the scroll nature and meet all other sign requirements of the Village of Beulah. Will have a public hearing in the near future regarding this Ordinance.
Motion by Siderman, support Pallin presented a resolution to install one 8500 Lumen Rating Light Source: HPS @ 6519 Crystal Avenue at a cost of $100.00. RCVote: Ayes: Siderman, Baltazar, Elliott, Milliron, Pallin Nays: Belanger Excused Trustee Rank Motion Carried.
Milliron reported a very positive report regarding clearing snow off sidewalks.
Parks/Recreation - Trustee Elliott Motion by Elliott, support Siderman to approve the following names for 2006 Dock/Hoist applications (18) Smith, Elliott, Rusinowski, Brauer, Hook, Rowland, Wyatt, Nelson, Sabatos, Pruett, Siderman, Thom. Gillis, Brewer, Boggs, Bowlby, Pat Belanger, Odland. All
Ayes Motion Carried.
Superintendent Moore: Sewer Rodder broke - Council ask Moore to check on the price of a new rodder and report at March, 2006 meeting. Snowmobile sign installed on Trail.
Repaired hose on plow truck. How many table are needed for the Winterfest. Sewer ponds have two ponds empty. Replaced screens on outlet pipes. Poured some concrete around corners. Well house #3 painted plumbing and replaced screens. Sewer station 1/2 cleaning rust off of the floors and will be pouring concrete seal to replace steel. VERY bad rust.
Snowblower works excellent and received lots of good comments.
Attended class on February 7/8 2006. It was a very good class. I learned a lot of new information that was useful.
Motion by Elliott, support Belanger to donate $500.00 for Music in the Park July 3, 6, 13, 20, 27, 2006 and August 3, 10, 2006. RCVote: Ayes: Siderman, Baltazar, Belanger, Elliott, Milliron, Pallin,. Excused: Trustee Rank Nays: None Motion Carried.
Library: Belanger reported the Beulah Library received $50,000.00 donated toward new Library fund. One room in Library will be dedicated to the Chippewa Indians. Check on sign to be placed next to the Land Institute Building (between the Land Institute bldg and Dr.. Cornish’s building.
Ms. Zerfes really appreciated the removal of snow from sidewalk.
Siderman thanked Supt. Moore for the good job that is being done removing snow.
Motion by Milliron, support Siderman to adjourn this meeting at 8:45 PM. All Ayes. Motion Carried.
