Minutes of Regular Council Meeting of Thursday, August 10, 2006 - 7:00 PM

Regular council meeting called to order by President Baltazar

Roll Call: President Baltazar, Trustees Rank, Elliott, Belanger, Siderman, Pallin, Milliron, ZA Kinzel, Clerk Hansen, Treasurer Olney and Supt. Moore

Pledge of Allegiance voiced by all in attendance

No conflict of interest reported by any council member

Motion by Rank, support Elliott to approve the Agenda as presented . All Ayes. Motion Carried.

Motion by Rank, support Milliron to approve the minutes of the regular council meeting of Thursday, July 6, 2006 as presented. RC Vote All Ayes Motion Carried.

Motion by Rank, support Siderman to approve the bills for the month of July, 2006 and August, 2006 as presented. RC Vote All Ayes. Motion Carried.

No public comment at this time.

COMMUNICATION TO COUNCIL; Tad Peacock: Presented Certificate of Liability Insurance for the Triathlon effective dates: 08/20/06 - 08/21/06. Triathlon includes swimming, bike riding, and running. Will have police patrol and also marine patrol.

At 7:10 PM a motion by Trustee Rank, support Trustee Siderman that the Village of Beulah Council , Attorney Bedells and Engineer Tim Roache of Gosling Czubak to discuss A - Z Development Project. RC Vote. All Ayes. Motion Carried.

7:30 P.M. a motion by Rank, support Siderman to return to regular council meeting of 08/210/06. All Ayes. Motion Carried.

Gosling/Czubak - Engineer Roache: Reported one-half sewer design completed. Water main route will be a little more involved. Hope to have final design specs early mid fall. Bid opening approximately early February/March 2007. As the grants are in two separate projects the water and sewer consumption will have to be kept separate for record keeping. New water tank will be completed late 2007.

Default Judgment - dba Pine Knot: It was ordered by Hon. Danielson, District Judge that Reecer is to pay $135.65 (personal property taxes). As this was ordered through the courts, court responsibility to collect money.

COMMITTEE REPORTS: Treasurer Olney: Motion by Elliott, support Rank to approve Treasurer's Report dated July 31, 2006 as presented. All Ayes. Motion Carried.

Kinzel - Zoning Administrator: Waiting decision from District Court (Judge Danielson) for case #06-0015-ON-2 Kirk Lorenz signage. Freedom Financial and Papano Pizza waiting for judge decision before proceeding with their sign request.

Rank - Water/Sewer: It has been discovered that 5/6 residents are not hooked to either water or sewer. Rank stated they will be notified of the Village of Beulah Ordinance and will given a time limit to do so.

Belanger - Halls and Grounds: Signs at the north end and south end of the Village of Beulah have been installed and completed. The storage building at US 31 and Benzie Blvd. Has been painted. (Information Booth).

Elliott - Parks/Recreation: pay phone has been removed from the trailer park building. Had to replace a hard line. Purchased a phone and phone can be used only with a 800 number or dial 911 for emergency. Rest of telephone service will be blocked out.

Signs ordered for beach area : 1) No boat mooring in beach area

2) Park closed at 10:00 P.M.

Milliron - Streets: Received insurance liability from 5 Star Construction. Hope to do portion of sidewalk in following areas: Benzie Court, Orr building frontage, Clark Street. Work to begin last week of August, 2006. Will remove all broken concretes, replace sod along sidewall edges where needed.

Pallin - Equipment: No report.

Superintendent Moore: CLBA team marathon chairman is Paul Szymanski. Marathon to be held Saturday, August 12, 2006. Regarding sewer/water for residents not hooked , there will be a time limit. Rank stated we will discuss the subject.

Library Update: Ann Damm: Presented proposed drawings of new Library. Approximately $7,000.00 from the Cole Porter Party and $1,800.00 from the book sales Hope to break ground for construction of library as soon as possible.

Possibly a $100,000.00 gift from owner in memory of therapy dog named Darcey.

New Business: Discussion by council regarding hiring a full or part time employee. Consensus of council to hire a part-time employee.

Public Input: Diane Neuman is concerned regarding A - Z Development as it is adjacent to her property. As Village of Beulah is in litigation, no comment can be made at this time. Kinzel stated it has been eleven years from the beginning of the project request and we would like closure.

Patrick Elliott: Reported the purchase of the building (Antique building and Post office)

Leased part of building to Democratic Party for 90 days. Checked with Chicago and lease of Post Office will be up in 2007, but plan a five year lease with Post Office at the present location. Drawings for remodeling of building are available for viewing from Z.A. Kinzel if any one is interested.

Motion by Milliron, support Rank to adjourn this meeting at 8:35 pm. All Ayes. Motion Carried.
