Regular Council Meeting Minutes - Thursday - March 6, 2008

Meeting called to order by Pro Tem Kilgus at 7:00 PM

Approval of the agenda - Motion by Siderman, support by Elliott - All Ayes - MOTION CARRIED

Approval of meeting minutes for February 7, 2008 - Motion by Cantrell, support by Elliott - All Ayes - MOTION CARRIED

Review of bills for February/March 2008. Elliott encouraged council members to look at bills and initial. Motion by Baltazar to approve bills for February/March 2008, support by Cantrell - Roll Call: AYES: Baltazar, Siderman, Elliott, Kilgus, Pallin, Cantrell - NAYES - NONE - MOTION CARRIED

No public comment on agenda items.

Communication to Council:

5 Corners - Paul Cari - upstairs renovation at 5 corners to include the addition of one apartment - upscale and to be rented on a weekly basis - question on parking - The ordinance states that there must be one designated parking spot on the premises - a variance would need to be applied for. A Variance Hearing will be held at the April 10, 2008 meeting at 6:30 PM.

Vicki Carpenter - Propose painting of the blue garbage cans by the Benzie Central Middle School art class under the direction of Corey Beckler - a theme basis would be used - support has been received from the CLBA for the project. Brian Moore has offered $100.00 for prizes and Gary Pallin has offered to transport the cans. Project to be done in May and ready by Memorial Day. Approved by Council.

Treasurer Olney - Motion by Siderman, support by Baltazar to approve the treasurers report - Roll Call: AYES: Elliott, Cantrell, Pallin, Kilgus, Baltazar, Siderman - NAYES - NONE - MOTION CARRIED

Many delinquent water bills - certified letters will be sent out on Saturday.

Water/Sewer - Chairman Kilgus: Sewer project - request for draw from SRW - reviewed and approved by Gosling Czubak - $37,709.52. Motion by Baltazar, support by Siderman to approve withdrawal of $37,709.52 - Roll Call: AYES: Pallin, Kilgus, Baltazar, Siderman, Elliott, Cantrell - NAYES - NONE - MOTION CARRIED

When details and time frames for sewer construction are known it will be published.

Law/Finance - Chairman Elliott: Bids will need to be put out for the audit in the next 2-3 weeks. A request has been made by Mr. Kaufman, Kirk Lorenz’s attorney for January 2008 audio tapes to be transcribed - we will consult with our attorney.

Building/Grounds - Chairman Siderman: Meeting held with Jim Sheets, Benzonia Township - preliminary plans set for what materials are needed for the settling basin. Will meet within a few weeks to finalize is to be published and develop a bid packet. Siderman voiced concern that the $25,000.00 budgeted may not be enough.

Parks/Rec - Chairperson Cantrell: Proposed an amendment to the Trail Park Management Agreement to pay extra for the cleaning of the Beach House bathrooms. Discussion ensued. Cantrell’s proposal and motion is to amend contract and pay $15.00 per day to clean Beach House bathrooms, amounting to approximately $1500.00 for the season, support by Siderman - Kilgus - addition to the motion that next year this will be reviewed, and if bids need to be placed for the total package, it will be done, but currently proceed - Roll Call: AYES: Siderman, Cantrell, Kilgus, Baltazar - NAYES: Elliott, Pallin - MOTION CARRIED

Pallin and Cantrell are to review various projects that need to be completed - Cantrell will be gone, May & June.

Equipment - Chairman Pallin: The bucket on the loader needed to be replaced - total cost $4300.00.

Streets/Sidewalks - Chairman Baltazar: Stated that closed businesses during the winter season are still responsible for snow removal according to the ordinance. Discussion ensued - may need to update ordinance.

Superintendent Moore: Village needs new metal detector - cost $726.00. Authorized by Pallin to order. Special fittings needed to be made for the new pumps, which is in the process - pumps should be installed soon. Ponds doing well on sewage. Will talk to Scott Walkley - part time - about working full time for summer. If not questioned placing an add in the paper for April. Dave Egeler’s neurologist advised him to apply for Social Security - he probably will not be back by June. Add placement will be discussed later.

Old Business:

Brainstorm update: Low cost ideas presented - more benches, bike racks, flower boxes, and new signage for parks - parking. Money for projects to come out of Parks/Rec budget. Discussion of the various ideas that were presented at the brainstorm meetings.

Motion by Cantrell to approve adding low cost amenities up to $10,000.00, support by Baltazar - Roll Call: AYES: Cantrell, Pallin, Kilgus, Baltazar, Siderman, Elliott - NAYES - NONE - MOTION CARRIED

Baltazar - A - Z Project - There has been no significant determination concerning this matter, Baltazar has requested a final result from the attorney.

Kinzel - Two eyesores in town, neither has a valid permit at this time. The building department sent letter - re: completion of project - no response has been received. Kinzel - 14 day notice given to respond with completion date, if not received a notice will be issued that they are in violation of the Blight Ordinance.

New Business:

Kilgus proposes that Council members write a job description for their position - for next month. Moore to write one for self and crew.

Public Input:

Vicki Carpenter - thanks for the support for Brainstorm Project. Thanks also for the job descriptions.

Dick Lutz - Proposal of private enterprise to partnership or lease an area from the Village of Beulah for bike and paddle boat rentals. To speak with Cantrell.

Al Brown - Thanks to all who worked on the Brainstorm Project. Questioned on water notices sent out - is the shut off and turn on costs delineated in the letter - yes.

Cari - Banner Program proposal for Village of Beulah - information passed out - require hardware on light poles for banner placement - Elliott to check with Consumers.

Kinzel request status on Trailer Park open spots - ads are to be placed.

Mr. Bishop - thanks to the Village for co-operation with 5 Corners.

Cari - New adventure (bikes and Paddle boats) a great idea but parking needs to be checked on because it is limited at present.
