Review of bill from Gosling Czubak for sewer construction in the amount of $600.00 to be paid from next Draw - motion by Baltazar, support by Kilgus - Roll Call: AYES: Elliott, Pallin, Rank, Kilgus, Baltazar, Siderman - NAYES - NONE - MOTION CARRIED
Renewal of Municipal Underwriters Insurance - Elliott suggests Village does a $250.00 deductible which would save the Village $941.00. Motion by Elliott to renew Municipal Underwriters Insurance with a $250.00 deductible - cost $15,769 with a three year non - increase in rates, support by Baltazar - Roll Call - AYES: Pallin, Rank, Kilgus, Baltazar, Siderman, Elliott - NAYES - NONE - MOTION CARRIED

Communication to Council:
John Brazinski will be the Deputy Sheriff for the summer patrol in Beulah
Dr. Johnson requests sewer hookup when new sewer is placed on North St. - Council will check ordinance to see if this is allowable.
Vicki Carpenter - Requests the Village park by the Library be named the Library Park - Motion by Baltazar, support by Kilgus to name the park "Library Park" - Roll Call: AYES: Siderman, Elliott, Pallin, Rank, Kilgus, Baltazar - NAYES - NONE - MOTION CARRIED
Brainstorm - suggestion that Parks/Rec purchase 2 bike racks, 1 picnic table, 1 bench, 3 trash receptacles for a total of $4580.00 (including freight). Money has already been allotted in Parks budget - ok to proceed.
Phil Downs - 6 new signs for the Village of Beulah Parks - will have park name only. Wooden signs have been recommended. Rules and ordinances would be placed on separate signs. The cost is $3875.00, which has also been allotted in the Parks budget.
Girl Scouts request to sell beverages at the 4 th of July parade - Motion by Baltazar, support by Elliott - All Ayes - MOTION CARRIED
Marlene Wood-Zylstra resolution to support businesses in the recycle program - study to determine rates, amount of use, and possible increase in frequency of dumping. Elliott supports as long as there is not an increase in the number of bins. Rank will sign in support of the study.
Karen Burns - The property owners/taxpayers on US 31in the Village of Beulah, have a body of water behind businesses which is overgrown and causing flooding - trying to find a resolution to the problem. Thanks to the Village - Brian and crew filled sandbags and shored up the bank to help prevent flooding.
Treasurer Olney - Treasurers report reviewed - Motion by Siderman, support by Baltazar to accept treasurers report - All Ayes - MOTION CARRIED
Elliott checked with Wilson & Ward, the auditors from last year, they have agreed to do the audit at the same price and be completed by June 30 th . Olney has information on a new water program - cost approximately $3000.00 for program and training. Also checking into a new computer.
ZA Kinzel - Zoning Hearing was not published in the paper - Hearing has been changed to June 5, 2008 at 6:30 PM.
Will look at Ordinance concerning pushing debris into the street. Kinzel's resignation will go into effect on June 30, 2008.
Water/Sewer - Chairman Kilgus: Water main break behind the barbershop and minor break at trailer park, both have been fixed. Construction on Spring Valley - a concrete roadbed was located underneath the asphalt which had to be removed - increasing costs. A change order is needed for the sewer project in the amount of $25,722.39, Motion by Siderman, support by Baltazar - Roll Call: AYES: Pallin, Rank, Kilgus, Baltazar, Siderman, Elliott - NAYES - NONE - MOTION CARRIED
Monday morning meeting with contractors - detour signs are suppose to be put in place. Contractors on schedule - should be completed by Memorial Day.
Law/Finance - Chairman Elliott: Quarterly review of the budgets will take place in June.
Hall/Grounds - Chairman Siderman: Meeting with Jim Sheets on Monday to finalize letter and bid packets for the Settling Basin . Mike LaFleur will repair the door in the Trailer Park. The problem with the dumpster behind East Shore Market has been corrected. Current Village flower boxes will be taken to Eden Hill Greenhouse by Brian on Friday.
Parks/Rec - Co-Chair Pallin: 2 employees have been hired for the shoulder season in the trailer park. Boat landing to be fixed by Keith Bonney - permits need to be reviewed. Beach sand will be under $2000.00.
Streets/Sidewalks - Chairman Baltazar: SRW to be paid for sidewalk replacement. List of Beulah events passed out.
Superintendent Moore: Contractors broke water main on Benzie during construction. Irrigation has been started - new relay for irrigation ponds. The drainage pond has been emptied.
New Business:
Dick Ide asked Council to consider blocking off section of road for the 4 th of July parade, which had been done last year.
Refunds to trailer and dock people will have a 10% administrative fee assessed.
Public Input:
Kitty Ely - Asked Village to look into drainage in the alley behind the Daugherty building. Stated the need for detour signs during construction.
Patty Quick - Also requested detour signs to be put in place.
Karen Burns - Offered 9 frames from Coldwell Banker for the Village to use to do detour signs. Also suggested the Village check with the Chamber of Commerce concerning trailer park ad.
Thanks to Brian for his prompt service in connecting and disconnecting water meters.
Steve Radionoff - Thanks for the new sidewalks. Thanks to Brian for placing planking across sidewalk during the rain storm. Asked about the placement of brick pavers with the sidewalk construction. Brick pavers were not included in the original bid for the sidewalks.
Phil Downs - The Library sidewalk has a few flaws in the concrete that should be looked at.
Al Brown - Suggested contacting Scott Brown concerning the water drainage problem.
Charlie Kinzel - The Timmeran has been sold - they had a non-conforming liquor license - they are located in a residential area. The Council makes the decision to accept or deny the liquor license.
