Council Meeting Minutes, Thursday, May 7, 2009

Meeting called to order by President Rank at 7:00 PM

Roll Call:  Cantrell, Hansen, Kilgus, Kinzel, Pallin, Rank, Siderman, Superintendent Moore, Treasurer Olney, Clerk Spencer

Approval of the agenda - Motion by Pallin, support by Siderman - All Ayes - MOTION CARRIED

Approval of minutes for April 9, 2009 - Motion by Kinzel, support by Hansen - All Ayes - MOTION CARRIED

Review of bills for April/May 2009 - Motion by Hansen, support by Kilgus - Roll Call:  AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin, Rank, Cantrell - NAYES - NONE - MOTION CARRIED

No public comment on agenda items

Communication to Council: 

Vicki Carpenter distributed a handout to Council updating the discussion at the last Brainstorm Meeting.  The next meeting will be June 24, 2009.

Treasurer Olney - treasurers report reviewed  - quarterly transfer for Sewer Bond and Sewer R & R - Motion by Hansen, support by Siderman  to approve treasurers report - All Ayes - MOTION CARRIED

New laptop and printer received - program training for water/tax program - May/June.

Water/Sewer - Chairman Kilgus:  Water tank reconditioned - hydrant has pressure valve - running to maintain proper pressure for water system.  Bacteria test has to be completed two consecutive days with negative results before tank can go back on line.

Motion by Kilgus to approve Kessler Tank bill for $12,000.00, support by Kinzel - Roll Call:  AYES:  Kinzel, Cantrell, Pallin, Rank, Kilgus, Hansen, Siderman - NAYES - NONE -MOTION CARRIED

Rank stated that the tank is 67 years old and is in relatively good condition.

Lift station engineering bill from Gosling Czubak $890.00, Motion by Kilgus, support by Hansen to pay bill from sewer fund - Roll Call:  AYES:  Pallin, Rank, Kilgus, Hansen, Siderman, Kinzel, Cantrell - NAYES - NONE - MOTION CARRIED

Fire hydrant on Spring Valley to be replaced.

Water line breaks this winter:  Stone - not forgive water, but forgive sewer bill; Livingston - forgive sewer bill; Clark - leak in the meter - forgive bill; Market Basket - responsible for water - forgive sewer bill, Motion by Kilgus, support by Hansen to forgive sewer portion of bills - Roll Call:  AYES:  Siderman, Kinzel, Cantrell, Pallin, Rank, Kilgus, Hansen - NAYES - NONE - MOTION CARRIED

Kilgus to write a policy covering this issue - it was determined that the Chair of Water/Sewer have the discretion to make the determination on these matters.

Law/Finance - Chairperson Hansen:  Attended with Rank unemployment requalification for Allen Rose - denied - order by judge passed to Council.  Land Bank Institute meeting attended - believes it applies more to the county than the Village.  The audit contract is up for renewal - 3 year contract with approximately a $200.00 increase per year. Motion by Hansen to accept contract with Wilson at the quoted price, support by Kinzel - Roll Call: AYES:  Cantrell, Pallin, Rank, Kilgus, Hansen, Siderman, Kinzel - NAYES - NONE - MOTION CARRIED

Building/Grounds - Chairman Siderman:  New flags have been received - Brian and crew will hang.  Flower boxes will be taken to Eden Hill for planting, they will also redo circle garden in the park.

Equipment - Chairperson Cantrell:  Looking at purchasing a new weed wacker  for the Trailer Park.

Parks/Rec - Chairman Pallin:  Brainstorming meeting - the #1 priority is a boardwalk for the beach.  Fair Park - meeting to take place with all involved parties then work will begin.

Streets/Sidewalks - Chairman Kinzel:  Will be doing a survey on the storm sewers.  Go ahead to purchase paint for striping the streets.  Hold on further angle parking till the fall.  Checked crack in sidewalk in front of bowling alley - will speak with Bonney Bros.

Will check into diverting water on Spring Valley .

Superintendent Moore:  New crew took water test - approximately one month for the results.  Meters are being set for the summer residents.  Irrigation on the ponds started May 1 st .  Fill water tank on Sunday.  Check with Kerby for hot asphalt patches.

Old Business:

Vicki Carpenter will assemble document on the Master Plan for the June Council meeting.  Rank stated that having the Master Plan enabled the Village to obtain loan and grant from Rural Development. 

Kilgus - tree planting locations for the students of the Walkathon - 2 placed at the Welcome Center and 1 possibly in Fair Park .

New Business:

Looking for a Trail Management Representative replacement - it was determined that Baltazar would continue in the position.

Sheriff contract for the summer discussed - cost $8,712.00 - Motion by Rank, support by Hansen to accept contract - Roll Call:  AYES:  Rank, Cantrell, Hansen, Kinzel, Siderman, Kilgus, Pallin - NAYES - NONE - MOTION CARRIED

Benzie High School students attended meeting to obtain government hours:  Jennifer Harig, Jeremy Hoxie, and Kaile Cota

Public Input:

Dawn Olney stated she has received many comments on the angled parking.  Suggested putting the Consumers Confidence Report on the web site.  The new water program will merge with the badger system for reading meters - future outlook.

Jim Baltazar - Attended Community Business Association meeting and handed out updates on coming events.

Jack Goodson - Would like to discuss water bill - he is on a closed system and must run water during winter to keep village pipe from freezing.

Ann Dam - Conference on library - checking on running fiber cable to library.  Also working on plan to enlarge trail to Interlochen.

Phil Downs - Plans for a District Library on library meeting agenda.  Mentioned weeds in the park.
