Approval of the agenda – Motion by Hansen, support by Kinzel – All Ayes – MOTION CARRIED
Approval of the minutes for March 4, 2010 – Motion by Kinzel, support by Siderman – All Ayes – MOTION CARRIED
Approval of special meeting minutes for March 18, 2010 – Motion by Hansen, support by Kinzel – All Ayes – MOTION CARRIED
Review of bills for March/April 2010 – Moton by Siderman, support by Kinzel to approve bills – Roll Call: AYES: Hansen, Siderman, Kinzel, Kilgus, Pallin – NAYES: NONE – MOTION CARRIED
No public comment on agenda items
Dawn Olney – Treasurers report – Motion by Kinzel, support by Pallin to accept report – All Ayes – MOTION CARRIED
Will check program for estimated bills
Water/Sewer – Chairman Kilgus: 1.6 million dollar loan available from Rural Development for water project (there are time constraints for the loan) – several proposals to review – will discuss when Rank returns – probable vote at the next Council Meeting
Law/Finance – Chairperson Hansen: No report
Building/Grounds – Chairman Siderman: No bids have been received for roof as yet – 1 picked up, 2 faxed – bids will be opened on April 30 th – bids will not be awarded at that time – will be presented for vote at the next Council Meeting
Parks/Rec – Chairman Pallin: Thanks to Brian and crew for having RV Park ready – Cindy Gottschalk will start May 1 st , she will clean/paint the Bathhouse and Brick house – will be putting out bids for RV Park electrical update – decrease to 20 units and increase to 50 amps – work probably at the end of summer
Streets/Sidewalks – Chairman Kinzel: Parks and Recreational Plan has been submitted – will be checking on sidewalks and streetlights for repair/replacement – as of April 1 st the County will not be enforcing Zoning – Kinzel offered to take position till May 30 th – Motion by Siderman, support by Hansen to appoint Kinzel as interim – All Ayes – MOTION CARRIED
Compensation to be determined and voted on at the next Council Meeting
Superintendent Moore: Difficulty with fax machine – Siderman/Spencer will look at new – repairs have been made to equipment – streets are being cleaned – benches/picnic tables painted – hydrant flushing on Friday – beach erosion at Beulah Park and Fair Park
Kilgus: Resolution to transfer liquor license from Brookside Inn to Honor State Bank – Motion by Kinzel, support by Siderman to transfer license – Roll Call: AYES: Kinzel, Pallin, Kilgus, Hansen, Siderman – NAYES: NONE – MOTION CARRIED
The Brookside will be renamed The Sail Inn
Siderman questioned Benzonia Township re-assessment of Village property – Kilgus stated they were to begin May 1 st
New Business:
Siderman has received calls of concern for Parks/Rec renovations - proposed walkway and the $80,000.00 funding – discussion ensued – design and concepts will be an ongoing process – monies will be budgeted in 2011 and 2012
Public Input:
Phil Downs – Newsletters will be going out next week
Brian Moore questioned whether the Village was going to partner with Benzonia for DPW – answer was no
Dawn Olney stated assessment doubled property value on vacant lot without physical assessment – did have it reduced
Vicki Carpenter – New business opening in May called The Hodge Podge Lodge – furnishings and gifts
