Hansen presented 2011 budget:

2% raise given to the Clerk, Treasurer, and three maintenance employees

General Fund Revenue - $395,264.00, Expenditures – $392,406.00, Credit - $2,858.00

Major Street Revenue - $61,956.00, Expenditures - $61,956.00

Local Street Revenue - $69,934.00, Expenditures - $69,934.00

Water System Revenue - $157,900.00, Expenditures - $157,900.00

Sewer System Revenue - $115,734.00, Expenditures - $77,920.00, Credit - $37,814.00

Motor Vehicle Revenue - $83,180.00, Expenditures - $83,180.00

Motion by Kinzel, support by Siderman to approve 2011 Budget – Roll Call – AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin, Rank – NAYES – NONE – MOTION CARRIED

Rank – budgeted for tractor/mower (lagoons) – reduce maintenance time – Water/Sewer - $60,000.00 for electronic meters – decrease estimated bills and maintenance time

R.R. Murphy – 7385 East St. – water bill discrepancy at closing – request statement – Pay $500.00 now and balance within 6 months – water department will work out

Treasurer Olney – Treasurers report presented – Motion by Hansen, support by Kinzel to accept report – All Ayes – MOTION CARRIED

31 delinquent water bills – some did not receive bill – no shut off in December – personal property tax under $10.00, question filing in small claims court – will check minutes

Water/Sewer – Chairman Kilgus:  Well project is underway – test well to check quality and depth of water – discussion ensued – Motion by Kilgus, support by Hansen to approve $5,500.00 for Gosling Czubak – water improvement engineering – Roll Call – AYES:  Pallin, Rank, Kilgus, Hansen, Siderman, Kinzel, Hook – NAYES – NONE – MOTION CARRIED

Motion by Kilgus, support by Hansen to approve $1,178.60 for Smith, Haughey, Rice, Roegge – water improvement legal fees – Roll Call – AYES:  Rank, Hansen, Kinzel, Siderman, Kilgus, Pallin, Hook – NAYES – None – MOTION CARRIED

Building/Grounds – Chairman Siderman:  checked on motion sensors – no benefit – Kinzel check with energy grant for garage door replacement

Parks/Rec – Chairman Pallin:  RV Park expenses and revenue reviewed – revenue $58,200.00 – profit $44,500.00

Streets/Sidewalks – Chairman Kinzel:  resolution 2011-1 to allow State of Michigan to make improvements on right of way – Motion by Kinzel, support by Hansen – Roll Call – AYES:  Hansen, Siderman, Kinzel, Kilgus, Pallin, Rank, Hook – NAYES – NONE – MOTION CARRIED

Motion by Kinzel – resolution that the application for division of parcel 10-20-507-093-00 be approved and that the division comply with the District Development Regulations within twelve months, support by Hansen – Roll Call – AYES:  Kinzel, Pallin, Rank, Kilgus, Hansen, Siderman, Hook – NAYES – NONE – MOTION CARRIED

Tentative approval of the $227,500.00 grant – not funded yet – for use on the beachfront renovations – application for energy grant – streetlights not firm, more engineering needed – applying for more grants – discussion ensued

Superintendent Moore:  Christmas decorations completed – sander should be in Friday – Christmas Magic – no parade

New Business:

Benzonia Ice Rink – used to be done by volunteers – water from Benzonia – needs help being funded – discussion ensued – Motion by Kinzel to support $1,500.00, no second – Motion died  -  Motion by Pallin to support rink - $250.00, one year only, support by Kilgus – Roll Call – AYES:  Pallin, Rank, Kilgus, Kinzel, Hook – NAYES – Hansen, Siderman – MOTION CARRIED

Sunday Liquor Law change – allows for selling liquor from 7:00 AM – 12:00 PM on Sundays – discussion ensued – determined no response by Village – leave up to the establishments

Sheriff's Snowmobile Program – Village has supported in the past – Motion by Hansen, support by Kilgus with $300.00 promotion – Roll Call – AYES:  Siderman, Kinzel, Pallin, Rank, Kilgus, Hansen, Hook – NAYES – NONE – MOTION CARRIED

Public Input:

Harry Renn - questioned snow removal on sidewalks – businesses responsibility Kinzel to update letter and send to businesses

Phil Downs – Downs, Hook, and Damm working on common funding for Benzonia and Darcy Libraries – (would decrease Beulah millage) – placed on May ballot

Vicki Carpenter – Tim Quick donated Christmas trees for Beulah businesses and Village office – Christmas Magic and bake sale this weekend

Gary Siderman – thanks to all the help people have given – asked to have thank you placed in newsletter
